Tas paedophile jailed indefinitely

Posted Fri Dec 21, 2007 2:18pm AEDT

A Tasmanian judge has found there is a real risk that a child sex offender will strike again if he is released from jail.

Ronald William Barnard has been declared a dangerous criminal and has been locked up indefinitely.

The 66-year-old recently pleaded guilty to the aggravated and indecent assault of an eight-year-old boy he had taken toy shopping.

After the outing he took the boy into the bush, put a handkerchief in his mouth and assaulted him.

Barnard has prior child assault convictions, including the rape of a six-year-old boy and the unnatural carnal knowledge of an eight-year-old boy.

Justice Peter Evans said it was an aggravating factor that in each case that Barnard used a handkerchief or his hand to stop his victims crying out.

Barnard was sentenced to two-and-a-half years in jail for the latest assault, but as a dangerous criminal will remain in jail indefinitely.

A sexual abuse support service has welcomed a judge’s decision to declare a child sex offender a dangerous criminal.

66-year-old Ronald William Barnard recently pleaded guilty to the aggravated and indecent assault of an eight-year-old boy he’d taken toy shopping.

He has prior convictions for rape, unnatural carnal knowledge and common assault against children.

Steve Fisher from Beyond Abuse says he’s pleased Barnard has been jailed indefinitely.

“Tasmania Police and the Department of Public Prosecutions and the courts should be congratulated and it’s a step forward, you know, in the fight against predators like this,” he said.

Prosecution wants child attacker declared dangerous criminal

Posted December 19, 2007 18:49:00

A Hobart Criminal Court judge will soon decide if a child attacker should be declared a dangerous criminal.

66-year-old Ronald William Barnard recently pleaded guilty to aggravated and indecent assault against a young boy.

The court heard the man offered to take the eight-year-old toy shopping.

After the outing, they walked to bushland where he put a handkerchief in the boy’s mouth and a hand over his face and assaulted him.

The Criminal Court heard that Barnard had prior convictions for child assaults and sex assaults, and the Crown has applied for him to be declared a dangerous criminal.

Justice Peter Evans will hand down his decision on Friday.

‘Danger’ bid on sex fiend

THE Director of Public Prosecutions is seeking to have a serial child-sex predator declared a dangerous criminal.

Ronald William Barnard, 66, uses a handkerchief to gag his young victims before sexually assaulting them.

He pleaded guilty in the Supreme Court in Hobart two months ago to an aggravated and indecent assault against an eight-year-old boy.

It is the fourth time Barnard has attacked children to satisfy his sexual cravings.

Crown prosecutor Catherine Rheinberger yesterday called for Barnard to be declared a dangerous criminal.

If successful, it means that Barnard will be locked up indefinitely.

The matter has been put off until tomorrow to determine whether further psychiatric reports are needed on his treatment options and likelihood of reoffending.

In September, Barnard admitted to pushing an eight-year-old boy to the ground and rubbing his knee against the child’s penis.

The boy, who had gone with Barnard to look at toys at K mart, was able to fight him off and run away.

The first attack occurred when he stifled an eight-year-old boy with his handkerchief, forced his head into a drain and raped him.

He then lured a six-year-old boy into a paddock and raped him with his hand over the child’s mouth.

An 11-year-old girl whom he gagged with a handkerchief was able to escape while he was trying to drag her into a shopping centre public toilet.

The latest attack happened on April 27 after he asked to take his neighbour’s eight-year-old son to look at toys.

The pair walked to the bike track and along Cornelian Bay where the child played with the ducks.

Barnard then told the boy to have a cigarette with him before he pushed a handkerchief into the child’s mouth.

The boy struggled and was able to push Barnard’s arms away and flee.

A female driver passing by saw the distressed boy and took him home.

Gag fiend strikes again

A SERIAL child sex predator who uses a handkerchief to gag his young victims

has struck again.

Ronald William Barnard, 66, yesterday admitted to pushing an eight-year-old

boy to the ground and rubbing his knee against the child’s penis.

The boy, who had gone with Barnard to look at toys at K mart, was able to

fight him off and run away.

Barnard pleaded guilty in the Supreme Court in Hobart to an aggravated and

indecent assault against the child on April 27.

The Director of Public Prosecutions sought to have a psychiatric report done

on Barnard and flagged it might lead to a bid to have him declared a

dangerous criminal.

This would see the serial offender locked up indefinitely.

It is the fourth time Barnard has attacked children to satisfy his sexual

craving.

The first time he stifled an eight-year-old boy with his handkerchief,

forced his head into a concrete drain and raped him.

He then lured a six-year-old boy, who was looking for his lost dog, into a

paddock and raped him with his hand over the child’s mouth.

An 11-year-old girl whom he gagged with a handkerchief was able to escape

while he was trying to drag her into a shopping centre public toilet.

“It’s extremely disturbing,” Crown prosecutor Catherine Rheinberger said of

Barnard’s crimes.

The court heard Barnard’s latest crime happened after he asked if he could

take his neighbour’s eight-year-old boy to look at toys.

He then told the child they were going to visit a man who “lived in the

bush”.

The pair walked to the bike track and along Cornelian Bay where the child

played with the ducks.

Barnard then told the boy to have a cigarette with him before he pushed a

handkerchief into the child’s mouth.

The boy struggled and was able to push Barnard’s arms away and flee. A

female driver passing by saw the distressed boy and took him home.

Barnard denied the sexual assault to police but confessed he was attracted

to the child.

He told them he had forgotten to take medication which stopped his sexual

urges.

Justice Peter Evans adjourned Barnard’s mitigation plea until November 15.
