Doctor who accessed child pornography is permitted to treat children if chaperone is present

A QUEENSLAND doctor convicted for accessing online child pornography, from which he received no “arousal or gratification”, may continue treating children provided there is a chaperone present.

The condition was one of several imposed on Dr Clem Richard Peter Bonney in a decision handed down by the Queensland Civil and Administrative tribunal this month.

Bonney, of Milmerren on the Darling Downs, had previously been sentenced to an 18-month good behaviour bond after pleading guilty to a charge of using a carriage service to access child pornography.

In a written QCAT ruling, Judge Fleur Kingham noted Bonney had a history of moderate depression and had developed a “compulsively-driven, usage of internet sites, including those displaying pornographic images”.

“His offending is part of compulsively driven behaviour that, at times crossed the child pornography boundary, but at no time provided Dr Bonney with any sexual arousal or gratification,” she wrote.

Though Judge Kingham described Bonney’s behaviour as “improper” and “discreditable” to his position, she ruled he could continue to work as a GP under conditions, including he not “consult, assess, examine or treat” minors without an adult chaperone present.

Dr Bonney – who was employed as a medical advisor with Medibank Health Solutions at the time of the QCAT ruling – must also keep a detailed chaperone register and undergo “psychological or psychiatric” treatment at his own expense.

A charge of downloading child pornography material against Millmerran general practitioner Dr Clem Bonney was adjourned in Brisbane Magistrates Court yesterday.

Clem Richard Peter Bonney, 34, is accused of downloading explicit images of children on July 11 last year.

He was charged in December with one count of using a carriage service (internet) to access child pornographic material.

Dr Bonney has not as yet been required to enter any plea to the charge.

Police claim more than 20 images of child pornography were downloaded on to Dr Bonney’s home computer.

It is alleged the downloading of the material was detected during a Queensland Police Service child pornography taskforce operation last year code named Operation Golf Cortex.

After yesterday’s brief mention of the matter, proceedings were adjourned to July 31 for mention in Brisbane Magistrates Court.

A QUEENSLAND doctor is accused of downloading child pornography.

It is alleged Clem Richard Peter Bonney, 34, downloaded explicit files onto his home computer on July 11 last year.

He was charged on December 9 with one count of using a carriage service to access child pornographic material and issued with a notice to appear.

No details of the allegations were read out in the Brisbane Magistrates Court today during a brief mention of the matter.

Dr Bonney, who works as a general practitioner in Millmerran, west of Brisbane, will reappear in court in March.

His bail was continued.

Millmeran doctor faces child porn charge

A MILLMERRAN doctor is still practising despite facing court next week on child pornography charges.

General practitioner Clem Bonney, 34, went to a police station on December 9 on request and was charged with one count of using a carriage service to access child exploitation material.

Dr Bonney will face Brisbane Magistrates Court on Monday.

Police claim Dr Bonney’s personal computer contained more than 20, but less than 100, images of child pornography.

The images are alleged to involve more than one child.

Dr Bonney, who previously worked at Dalby, was identified during a Queensland Police Service child pornography taskforce named Operation Golf Cortex.

The general practitioner was suspended, on full pay, from his position at the Millmerran Hospital by Queensland Health on December 8, but remains practising at the Millmerran Medical Centre private practice.

Dr Bonney did not wish to speak to The Chronicle yesterday when he was contacted at the Millmerran Medical Centre.

“Dr Clem Bonney is employed by the Millmerran Health Service as a medical officer with the right to private practice,” Darling Downs West Moreton Health Service District acting chief executive officer Dr Peter Bristow said in a statement last night.

“He was suspended from duty within Queensland Health on December 8 2008 and remains suspended. He is not able to practise in Queensland Health facilities,” Dr Bristow said.

“Dr Bonney’s ability to practise as a private general practitioner is regulated by the Medical Board of Queensland.”

Police have confirmed the doctor has not been denied the right to see patients and practise medicine, but added Dr Bonney is under strict supervision.

Allegations against Dr Bonney were first unearthed by the Australian Federal Police’s national child porn taskforce Operation Centurion before they were handed to the Dalby Child Protection Investigation Unit for further investigation.

At least five individuals from the Southern police region are currently before the Toowoomba Magistrates Court as a result of Operation Centurion.

According to Dr Bonney’s public profile on social networking website Facebook, the 34-year-old began working at Millmerran in July 2008.

He graduated from the University of Queensland in 2003.

Residents of Millmerran and friends of Dr Bonney’s expressed surprise yesterday at the news of the charge.

Dalby Police CPIU officer-in-charge Mark Bradford said police had expressed their desire to speak to Dr Bonney and he attended a police station where he was formally charged.

Det Sgt Bradford said Operation Golf Cortex had since concluded, but ongoing operations continued to target individuals accessing or downloading child pornography.
