Pedophiles given suspended sentences in 20-year case

MEMBERS of a group of pedophiles who were jailed in the 1990s for preying on schoolboys were back in court today after another of their victims made a complaint 20 years after the offences.

Hendrikus Joseph Ruhland, Allan James Manning, and Neville Douglas Briggs were sentenced to a further two years jail but Judge Sarah Bradley wholly suspended the sentences for an operational period of four years.

Judge Bradley said if the men were to be sentenced for the current offences on their own they would have drawn lengthy terms of actual jail.

But she said all had already served lengthy jail sentences for sexual offences against teenage boys committed at Ruhland’s house, in Brisbane’s south, in the early 1990s.

Judge Bradley said Ruhland had served 13.5 years jail and had been released on a Dangerous Prisoners (Sexual Offenders) Act supervision order in 2010.

She said Manning served 7.5 years of an eight years sentence and was released in 2004 without further offending.

Briggs was sentenced to four years and three months jail and had been back in the community for 12 years without reoffending.

Judge Bradley said all had successfully completed Sexual Offender Treatment Programs and psychiatric reports showed they were unlikely to reoffend.

She also had to take into account the delay in prosecution and the totality principle because the current charges related to similar offending in the same time frame for which the men had already spent a long time in jail.

In the District Court on Thursday, Ruhland, 66, pleaded guilty to maintaining a relationship with a boy under 16 and eight counts of indecent treatyment of a child under 16, on various dates between September 1992 and April 1993.

Manning, 53, pleaded guilty to two counts of sodomy between May 1992 and December 1992.

Briggs, 59, pleaded guilty to maintaining sexual relations with a boy under 16 and six counts of indecently dealing with a boy under 16 between November 1992 and April 1993.

The court heard the offences involved the one boy who was aged 14 and 15 at the time but who did not make a complaint to police until 2010.

He was the brother of one of about a dozen boys who were the also subject of charges in the 1990s.

The court heard the offences involved boys wagging school and going to Ruhland’s home where they had sex with older men.

The boys were given money and gifts to comply with sexual demands.
