Porn principal gets jail

RYAN MATHESON |  February 24th, 2012

A TOWNSVILLE school principal caught with more than 2500 child pornography images has been sent to jail.

Glenn David Dickson, 56, yesterday pleaded guilty to two counts of using a carriage service to access child pornographic material, two counts of using a carriage service to make the material available to the public and one count of possessing child exploitation material.

The father of three was supported by friends and family in the Supreme Court in Townsville yesterday, including long-time partner Milton Graham.

The court heard the Australian Federal Police Child Protection Operations Team seized a computer, laptop, hard drive and three USB drives in a raid of the couple’s home in Palmerston St, Gulliver, on August 25, 2010.

Officers found a total of 2618 images and 107 videos of children aged 4-10. Dickson was the principal at Belgian Gardens State School for 17 years until he was stood down by Education Queensland following the charges.

He had previously worked at Heatley State School and Home Hill State School. Dickson came to the AFP’s attention after a Dutch child exploitation website was shut down in November 2009. He was tracked down through an email address he used to gain access to the site.

Commonwealth prosecutor Aaron Guilfoyle said the offences warranted a jail term.”The prisoner didn’t merely browse the internet and stumble across this material by accident, he actively sought it out from other like-minded internet users.”

Defence barrister Harvey Walters said Dickson was already taking the steps towards rehabilitation, having completed a high-intensity sexual offenders treatment program.

Justice David North SC sentenced Dickson to two years’ jail, suspended after nine months, for the first four counts, and nine months for the final count.

The sentences will be served concurrently and carry a 15-month good behavior period.

Child porn accused may plead guilty

ALLEGED child-porn collecting school principal Glenn David Dickson is expected to plead guilty in the Townsville District Court next year.

The Belgian Gardens State School headmaster, who was stood down after being arrested and charged in August 2010, is now set to appear on February 16, 2012.

Court records confirm that the 55-year-old will be sentenced on that date for three child porn charges, after his defence lawyer this week requested the case go straight to sentencing in the higher jurisdiction on what is called an “ex officio” indictment.

It means that after more than 16 months on bail, Mr Dickson could now face the penalties for one Commonwealth charge of using a carriage service to access child pornographic material and two state charges of possessing child exploitation material, which can carry a maximum jail term of up to 15 years.

Since the defendant’s arrest in August 2010, the Commonwealth and state case has always been that his offending came to the attention of the Australian Federal Police after comments were posted on a Netherlands website called and traced to an IP address in Mr Dickson’s name.

Authorities claim the defendant was a member of the site from July 2007 to November 2009 (the date the site was seized and shut down) and was the principal at Belgian Gardens State School during that time. A subsequent search of his Gulliver home, in a joint operation with Queensland Police, allegedly found a computer and storage devices with the digital child pornographic images.

Mr Dickson, appointed as principal in 1983, was removed from the top job and placed on suspension by Education Queensland after his first court appearance.

The accused has been on bail in the community since that date under the conditions he reside at his Gulliver home, report to police once a week, surrender his passport to the AFP and not access the internet except for work or study.

The father-of-three has also subsequently been accused by federal police of being the only Queenslander caught out in the world’s biggest child porn operation for this alleged offending.

Child porn network exposed

THE Australian Federal Police have released details about the world’s biggest child porn operation that resulted in the arrest of a Townsville school principal.

Belgian Gardens State School principal Glenn David Dickson, 55, was the only Queenslander caught up in Operation Rescue, which arrested 184 suspected paedophiles and helped 230 children suspected of being abused during the three-year investigation into an online network.

Mr Dickson was allegedly found to have more than 2000 digital child pornography images on his computer.

His alleged offences came to the attention of police after comments posted on a Dutch website called were traced back to an IP address in Mr Dickson’s name.

Federal police High Tech Crime Operations investigations manager, Commander Grant Edwards, said the federal police had removed four children from harmful situations and arrested 31 suspected offenders, including Mr Dickson, since 2007.

He said the Australian suspects were aged between 19 and 84 four of whom will be alleged to be senior members of the syndicate.

Commander Edwards said the suspects were from all walks of life, including scout leaders, lifesavers and teachers.

During the operation, the federal police worked with the Child Exploitation and Online Protection Centre, the US Immigration and Customs Enforcement agency, New Zealand Police, Europol, the Zaanstreek-Waterland Police in the Netherlands and the Royal Canadian Mounted Police.

“With over 200 children removed from harm globally, we imagine an even larger number of children were safeguarded elsewhere in the world; however we will never know the total figure due to it being such a limitless crime,” Commander Edwards said.

“This demonstrates that global law enforcement is working together internationally to protect children wherever they may be in the world.”

The website Mr Dickson allegedly used to communicate with paedophiles was eventually shut down.

“At the end of the day, our goal is simple: child safety,” Commander Edwards said.

The covert investigators have since been able to track the website’s members to other sites where they continue to be monitored.

Mr Dickson will appear at the next Townsville District Court callover period on his charges.

Principal on child porn charges

ROANNE JOHNSON |  August 26th, 2010

A TOWNSVILLE principal has appeared in court after being stood down over allegations he had 2000 digital child abuse images at his home.

Education Queensland confirmed late yesterday primary school principal Glenn David Dickson. 54, was facing child porn offences and had been suspended, pending a police investigation.

“The principal at Belgian Gardens State School has been charged with possession of child exploitation material and using the internet to access child pornography,” Department of Education and Training acting director-general Dr Richard Eden said.

“The department has moved to immediately suspend the principal from duty and ensure he has no contact with his school or any students and staff.

“Police have advised that the man has not been charged with any offences relating to children at the school,” Dr Eden said.

Mr Dickson sat briefly in the dock of the Townsville Magistrates Court late in the afternoon, facing one Commonwealth charge of using a carriage service to access child pornographic material and two state charges of possessing child exploitation material.

Two years ago, Mr Dickson garnered international attention for banning children from performing cartwheels in the school playground.

The charges were laid by federal and state police officers who raided Mr Dickson’s residential address at Gulliver in a joint operation.

“The Australian Federal Police Child Protection Operations, with the assistance of the Queensland Police Service, executed a search warrant,” an AFP spokesperson said in a statement.

“A number of computers and storage devices were seized and an estimated 2000 child abuse images were found.”

Mr Dickson was allegedly under surveillance as part of Operation Duncan, run out of Robina on the Gold Coast, targeting Queensland online sex offenders.

He was charged under Commonwealth and state criminal codes for possessing child abuse material and just after noon was taken into custody at the Townsville watch house.

The maximum penalty for these offences is 15 years imprisonment.

Belgian Gardens State School deputy principal Jan Marley told the Townsville Bulletin the principal had been in his position until this week.

“The principal is on leave as far as I know,” Ms Marley said.

“I am acting principal because he is sick and he has been away a few times this week.”

Commonwealth prosecutor Aaron Guilfoyle handed up the three charges to magistrate Peter Smid but did not object to the principal’s release on bail.

“Bail is not opposed by Commonwealth prosecutions, but we are seeking five conditions,” Mr Guilfoyle said.

Those were that the defendant reside at his Gulliver home, report to Mundingburra police station once a week, surrender his passport to the AFP and not access the internet except for work or study.

Defence barrister Greg Lynham agreed his client would abide by the conditions for the next six weeks until his court date on October 11.
