A MAN accused of indecently assaulting a young girl at an Officeworks store is on the sex offenders’ register for indecent behaviour with primary school children, a court has heard.

Joseph Dispenzeri, 49, was yesterday refused bail.

Melbourne Magistrates’ Court heard Mr Dispenzeri approached a nine-year-old girl, her brother and cousin as they watched a DVD on a display TV at the Campbellfield shop last week.

Sen-Det Samantha McCartie told the court Mr Dispenzeri ran his hand over the girl’s dress, up between her legs and over her bottom, then moved 3m away and watched her as he masturbated.

She said when Mr Dispenzeri was arrested he said he had been drunk and did not remember what happened.

Sen-Det McCartie said the release of security footage to identify Mr Dispenzeri led to two people saying he had exposed himself to them on occasions dating back 20 years.

She told the court Mr Dispenzeri was ordered into counselling in 2004 after he was seen at a primary school masturbating in front of children, showing them pornography and asking for kisses.

Mr Dispenzeri, who is mildly intellectually disabled, is charged with indecent assault and three counts of committing an indecent act.

Magistrate Kim Parkinson remanded him in custody until a hearing next month.

Indecent assault accused denied bail

A MAN accused of indecently assaulting a young girl in an Officeworks store has been refused bail because he is at risk of re-offending.

Joseph Dispenzeri, 49, is charged with indecent assault and three counts of indecent acts with a child under 16 over the incident at the stationery supply store in Campbellfield last week.

Melbourne Magistrates’ Court heard Mr Dispenzeri approached the nine-year-old girl, her brother and cousin as the trio watched a Simpsons DVD on a display TV.

Sen-Constable Samantha McCartie told the court Mr Dispenzeri ran his hand over the top of the girl’s dress, up between her legs and over her bottom.

The court heard he then retreated down an aisle 3m away, where he allegedly watched the girl as he masturbated.

Sen-Constable McCartie said when Mr Dispenzeri was arrested he claimed he had been drunk and did not remember the incident.

Sen-Constable McCartie told the court she feared Mr Dispenzeri was a risk to the community if released on bail because he had shown a predisposition for inappropriate behaviour with children.

The court heard Mr Dispenzeri, who is mildly intellectually disabled, had been receiving counselling for depression but had slipped back into heavy drinking and had become socially withdrawn.

Magistrate Kim Parkinson said while Mr Dispenzeri was not a risk if he was sober there was not enough supervision around him to ensure he stayed that way.

She refused Mr Dispenzeri bail and remanded him in custody for a further mention hearing next month.
