A COMMUNITY constable who sexually abused four children will serve at least 10 and a half years’ jail – but that is just the tip of the iceberg of what he deserves, one of his victims says.

Allan Ray Gollan, 62, was sentenced in the District Court today for multiple counts of indecent assault, unlawful sexual intercourse and false imprisonment.

Outside of court, one victim said she would never forgive him for the eight years of torture he inflicted.

“I hate him for what he did, and not just what he did to me then but the ongoing effect,” she said.

“For me, this is the end of it.”

Gollan pleaded guilty to the charges in February this year, a day before he was due to stand trial.

In sentencing Judge Kevin Nicholson said Gollan’s treatment of his victims was harsh, cruel and had led to a deprived existence for them.

He said Gollan had abused the youthful naivety and fear of his victims during these sex offences in the 1970s and 80s.

“You were in a position of trust which you breached shamelessly,” Judge Nicholson said.

“I cannot understate how damaging your criminal conduct has been.”

Judge Nicholson said Gollan detained one of his victims by tying him up with masking tape before performing sex acts.

In other cases the former SA police liaison officer would force the children to view pornographic material before engaging in sexual conduct.

Gollan also worked with an Aboriginal sobriety group and won many awards for his role as community constable in the 1990s.

Judge Nicholson said Gollan had shown rehabilitation potential but did not deserve for his head sentence of 18 years, and non-parole period of 10 years and six months, to be suspended.

“I have a firm view that this serious offending needs for a general deterrent and that simply overwhelms any reason for suspension,” he said.

Ex-constable jailed for child sex abuse

A former community constable who sexually abused four children in the 1970s and 80s has been sentenced to 18 years in prison.

Allan Ray Gollan, 62, pleaded guilty to 13 charges including two of gross indecency, three of indecent assault, possessing child pornography and carnal knowledge.

Gollan was suspended from duty after 15 years when found in possession of the pornography in 2009.

The Adelaide District Court was told one of Gollan’s victims was petrified at the sound of his voice and horrified at being left alone with him.

Other victims told of being unable to trust men and being unable to have lasting relationships.

Judge Kevin Nicholson told Gollan it was clear his sexual offending had a profoundly damaging and lasting effect.

“Your behaviour involved the predatory manipulation of your relationships with the children, your power of authority over them and their youthful naivety and fear,” he said.

Judge Nicholson said Gollan was sexually abused as a child by his stepfather and had suffered physical and racial abuse during his upbringing.

“There is no doubt you’ve suffered your fair share of hardship, abuse, depravation and tragedy,” the judge said.

The court was told Gollan had alcohol problems, particularly during what he classified as his ‘dark years’ in the 1970s and 80s, but had been sober since the early 1990s.

Judge Nicholson said he accepted Gollan was a completely different person from the man who committed the offences but said child pornography found on his computer recently was of concern when considering his rehabilitation prospects.

“Mr Gollan, I accept you have acknowledged the sexual abuse you committed and you are genuinely sorry,” he said.

He told Gollan he was mindful that any period of imprisonment was “likely to consume many, possibly all, of the years you have remaining”.

“On the other hand, you’ve been able to enjoy the best part of your life living freely in the community.”

Judge Nicholson said he considered imposing a suspended sentence, given Gollan’s attempts to change his life and the important role he played in caring for his wife, who suffered from various physical and mental conditions.

But he said the seriousness of the offending and general need to deter others from similar behaviour simply overwhelmed any chance of a suspension.

He set a non-parole term of 10 years and six months, back-dated to when Gollan was taken into custody.

A RESPECTED Aboriginal police officer has tried to apologise in court to the children he sexually assaulted almost 40 years ago.

Allan Ray Gollan’s attempt at contrition received a mixed reaction in the District Court today – one of his victims, now an adult, walked out rather than hear his words.

Gollan, 61, of Pennington, has pleaded guilty to multiple counts of indecent assault, unlawful sexual intercourse and false imprisonment.

The charges date back to the 1970s and 1980s.

“I know that I’ve done many things wrong in my life and one of those is the mistreatment and behaviour of myself upon you,” he said in court today.

“For the pain and suffering I have brought upon you, I am deeply sorry.”

Three of Gollan’s four victims had their impact statements read out to the court.

One said she wondered why she didn’t do more to stop Gollan at the time.

“Why didn’t I scream louder, maybe if I had told more people it would have stopped sooner,” she said.

“I view myself as broken and damaged goods.

“Being a child wasn’t meant to be that hard, heart-breaking or disgusting.”

Another victim said she had since chosen a path that enabled her to help others in similar situations.

Gollan was a community constable with the South Australian Police for almost 20 years.

He was suspended from duty upon his arrest in 2009.

Andrew Moffa, for Gollan, said his client was a reformed alcoholic who had not had a drink for about 20 years.

He said Gollan had turned his back on his “dark period” when he was about 40.

His client, he said, had been sexually abused himself by two family members and told it was “the way that things were done”.

“It’s an almost Shakespearean tragedy,” he said.

“(When sentencing) Your Honour will be dealing with an entirely different man as opposed to that man in the dark period.

“That’s part of the tragedy.”

Emma Wildman, prosecuting, said Gollan’s own past of sexual abuse was not a mitigating factor.

“He was in even a greater position than most not to inflict that level of pain and suffering on other people,” she said.

Judge Kevin Nicholson revoked Gollan’s bail and will sentence him next month.

A former police community constable has pleaded guilty to 13 charges in the Adelaide District Court, including child sex offences.

Allan Ray Gollan, 61, admitted to false imprisonment, three counts of indecent assault and five of unlawful sexual intercourse.

The offences occurred in the 1970s and 80s in suburbs around Adelaide, including Elizabeth Grove and Hackham West.

He also pleaded guilty to possessing child pornography in 2008.

Gollan will face sentencing submissions in April.

A MAN has been ordered to stand trial over allegations he imprisoned, sexually assaulted and starved a young child in his home more than 20 years ago.

Allan Ray Gollan, 59, of Pennington, appeared in the District Court today.

He pleaded not guilty to two counts of false imprisonment, one count of unlawful sexual intercourse and one count of gross indecency.

He also denied one count of unlawfully neglecting to provide food.

Gollan further pleaded not guilty to two counts of possessing child porn – one of those allegations being of the more serious “aggravated” nature.

At trial, prosecutors will allege Gollan imprisoned and mistreated the child at an Elizabeth Grove address between March and November 1985.

They will further allege he was in possession of the child pornography at a Pennington address in June last year.

Today, Judge Michael Boylan remanded Gollan on continuing bail to appear in court again next month.

Not guilty plea on child sex abuse charges

A police community constable has pleaded not guilty to sexually abusing a child at Elizabeth Grove in Adelaide, more than 20 years ago.

Allan Ray Gollan, 59, of Pennington is facing five charges dating back to 1985, including false imprisonment, unlawful sexual intercourse with a person under 12 and failing to provide food to a minor.

The alleged offences were before Gollan joined the police force.

He is also charged with two counts of possessing child pornography last year.

Gollan is to face court again in March.

    It’s okay,my auntie and cousin Suzanne knew,I’ve dealt with it for 47 years on my own,if the police were good they would of found me,can still see that vicious aunties face calling me names,Alan’s wife is my mothers sister,and that’s how my mother chose to see me also, a lying,slut at that age,great,sorry shouldn’t of commented just when I saw his face,it threw me,thanks again
