Youth worker sentenced on child porn

January 17, 2005 – 2:58PM

A former Melbourne youth worker will be placed on the sex offenders register for eight years after he was sentenced today for possession and production of child pornography.

Allan Hamer, 37, of suburban Dandenong, was sentenced to three months jail, fully suspended for 12 months over 17 charges of possessing and 17 charges of producing child pornography which he downloaded from the internet.

Hamer, who pleaded guilty, has also been ordered to complete 200 hours of community work and attend a sex offenders program.

In the Dandenong Magistrates Court, magistrate Clive Alsop said he would take to his grave some of the images he had seen which Hamer had downloaded on to his council-owned computer.

Hamer was employed as a youth worker by the City of Greater Dandenong when he downloaded hundreds of photos and dozens of films from the internet between May 2000 and July 2003.

Some of the material included men sexually involved with children as young as three.

Hamer told police he downloaded the files because he was “curious” and did not really consider the victims’ suffering.

Hamer was sacked from his part-time position at the council after police raided his office and home in August 2003.

An court hearing last November was told Hamer had been involved in organising local music festivals and supporting young musicians and had first found the internet sites while searching for music to download.

Mr Alsop said the images were among the most hideous he had ever seen and he did not accept Hamer’s contention he intended to destroy them.

“How the look on the face of that four-year-old girl just prior to her commencing to provide oral sex to an obviously adult male could not have hit you between the eyes, I cannot understand,” he said.

“This is an image I will take to my grave … you have said you were curious.

“The word curious gave no thought to the implication on the children.”

Prosecutor Senior Constable Stuart Hastings had asked for an immediate term of imprisonment.

But Hamer’s lawyer Rod Willcox argued against the jail term after a court-ordered psychiatric report said Hamer was not considered to be of high risk of direct sexual offending.

He said Hamer would be better served through rehabilitation and as a sign of his remorse had not used the internet or bought a computer since his offences were detected.

He said it had been 18 months since the images were found and Hamer had not had a blemish on his character since.

Mr Alsop said there was no evidence Hamer had used the images inappropriately in his employment as a youth worker.

He said he accepted Hamer had suffered as a result of his offending, including losing his job, his partner of five years and his friends.

But he said society demanded he send a message of deterrence to would-be offenders that child pornography was “a very very dangerous pastime”.

Hamer’s name will remain on the sex offender’s register for eight years and Mr Alsop ordered the pornographic material be destroyed.

Allan we used to go out many years ago and i know that u would never harm a child but the fact that u would download these horrible images is very disturbing. You make me sick and i hope you rot in hell!

Anyone who looks at child abuse images is hurting children. Every photo that he looked at was a real life child being abused. Don’t be fooled by the term ‘ child pornography’. There are no images of children posing in ‘provocative’ positions. Every photograph captures an actual situation where a child has been abused, raped, tortured & even murdered.

Yes you are right its just so disturbing as i thought i knew him so well i feel sick knowing he would do such a terrible thing. I guess i was shocked as i only just found out about this after i saw him only a few years ago and he didn’t have the guts to tell me then. he should have been jailed for this.

Does this mean his name will no longer be on the register next year? He got off very lightly.
