ONE of our most prolific sex fiends has been jailed for more than a decade after flashing 114 children while riding his bicycle.

The Herald Sun reports Trevor Ross Hemer, 58, was on parole for a string of rapes and attacks of children in their homes when he switched to his new sick pastime in 2003.

His earlier crimes involved posing as a doctor and tricking his way into the homes of migrant families who spoke little English.

A parent gave chase after catching Hemer exposing himself from his bicycle, causing cuts and scratches as the angry father attempted to detain him.

Hemer escaped on his bike but left blood at the scene.

The County Court heard his child victims were aged four to 15, with 114 children and two women targeted over six years.

Hemer had done a sex offender treatment course in prison but while on parole did not have to undergo any kind of treatment.

Judge Wendy Wilmoth said psychologists who saw him after the rapes in 1994 deemed him unlikely to reoffend with treatment.

They now consider him a “moderately high” risk of reoffending.

He pleaded guilty to 59 counts of committing indecent acts in front of children and two of wilful exposure.

Judge Wilmoth jailed Hemer for 10 years and 9 months with a minimum of seven years’ jail.

A MAN dubbed the “cycle sex fiend”, who terrorised 114 children across Melbourne after being released from jail for raping two children does not consider himself a pedophile, a court heard today.

Psychologist Jeffrey Cummins told the County Court that Trevor Hemer denied he was sexually aroused by children despite the fact some of his victims were as young as four.

Mr Cummins told the pre-sentence plea hearing that Hemer, 57 did not appear to be a pedophile but he could not rule it out.

He said Hemer suffered from a major underlying depressive illness and he believed he reacted in an extreme way to stress.

Prosecutor Amanda Forrester suggested pedophilia was the most reasonable explanation for a man committing such a large number of sexual offences against mainly pre-pubescent children.

“He does have a very specific sexual problem,” Mr Cummins said. “He doesn’t know what it is. No one knows what it is.

“He denies any history of specific sexual arousal to children.”

Hemer had previously pleaded guilty to 57 counts of committing an indecent act in the presence of a child under the age of 16.

During his six-year reign of terror, Hemer approached his unsuspecting victims on his bicycle in parks and in the street and asked them for directions.

He then exposed himself to the children, and in some cases asked them to touch him and engaged them in graphic conversations about sex.

He offended across Melbourne in suburbs including Northcote, Camberwell, Springvale, Box Hill, , Balwyn, Murrumbeena, Kew , Moonee Ponds and Oakleigh.

In 1995, Hemer was jailed for a minimum of five years on three counts of rape against victims aged 10, 11 and 38 and charges of indecent assault against victims aged 10,11, 12, and 21.

He was on parole when he committed the first 14 offences in his “flashing” spree across the city.

Mr Cummins agreed that in 1994 he examined Hemer after his arrest for the rapes and assessed he was a low risk of re-offending.

After examining him in the past few months he now suggested he was a moderately high risk of re-offending.

Ms Forrester argued to Judge Wendy Wilmoth that in order to protect the public Hemer should get a very substantial minimum jail term of between seven and 10 years.

She said most of the victims were under 12 and they felt frightened and corrupted after being accosted by Hemer.

She added his behaviour and prior criminal history were exceptionally serious.

Defence counsel Shane Gardner said the court should take into account the absence of any touching or use of force by his client and suggested four or five years minimum was more appropriate.

Judge Wilmoth will sentence Hemer on March 16.

A sexual pervert would cycle around Melbourne suburbs asking young children – 114 of them, the youngest just four years old – for directions before asking them to touch his exposed penis.

A prosecutor took three hours to read out 59 charges and eight victim impact statements against Trevor Ross Hemer, 57, for offences over a six-year period.

Hemer has pleaded guilty to all charges, which involve him exposing himself to children, mainly in Melbourne’s southeastern suburbs, between 2003 and January 2009 before he was arrested at his Bonbeach home.

He traumatised 114 children in that period, the youngest just four years old, and accosted eight of them twice.

The father of five sat in the dock at the Victorian County Court on Monday, resting his head in his hand with fingers spread to cover his face as Prosecutor Amanda Forrester detailed his crimes.

On each occasion, Hemer used the same modus operandi.

He would cycle around the suburbs on his bike wearing short pants, target young children playing or walking in the street, ask them for street directions and then point to his exposed penis and ask them to touch it.

Victim impact statements read to the court showed that Hemer’s young victims were traumatised – they couldn’t sleep, they no longer felt safe in the street even in daylight, some believed their attacker was watching their house and others had sought counselling.

Hemer’s spree came to an end in January 2009 when two children he terrorised at Sandown told some older relations who chased him and hit him before he escaped.

The blood spilt at the scene gave police the DNA they needed to arrest Hemer, who had been in jail on previous child sex charges.

Ms Forrester said police had launched a concerted effort, called Operation Lamias, in April 2008 to catch Hemer.

The indecent acts had become more brazen over time, with Hemer approaching children playing in the driveway of their home, on busy streets and outside milk bars in more than 20 suburbs, including Bentleigh, Box Hill, Murrumbeena and Springvale.

One parent found out what had happened to her child only after the youngster wrote an account of the incident and put it in a “time capsule”.

Ms Forrester said Hemer would regularly use the internet to google Crime Stoppers to check on police information, go online for local newspapers and type in key words such as “flasher”, “indecent exposure” and “bike”.

Hemer’s counsel Shane Gardner said his client’s guilty plea on all charges had done his victims a great service because it meant they would not need to give evidence.

“To bring children into the criminal justice system is likely to have a very great impact upon each of them,” Mr Gardner said.

He said Hemer’s guilty plea also ensured the court would not use resources on a case that could have stretched out up to six months.

The pre-sentence hearing was adjourned until Tuesday.

A MAN known as the “cycle sex fiend”, who traumatised 114 children across Melbourne in a six-year reign of terror, has appeared in court.

Trevor Hemer, 57, sat impassively in the dock at the County Court as the details of multiple counts of exposing himself to children aged between four and 15 were read out.

Prosecutor Amanda Forrester told the court how children were distressed, crying and fearful of playing in the street or walking to school because of Hemer’s crimes.

She said Hemer used the same technique each time, approaching his unsuspecting victims on his cycle and asking them for directions.

Ms Forrester said the children would notice that Hemer’s penis was visible below his shorts or through a hole cut in the front of his shorts.

On a number of occasions Hemer asked the children to touch him and tried to engage them in graphic conversations about sex that left them scared and traumatised.

Eight of the victims were assaulted twice by Hemer after he returned to the scene of earlier crimes.

Hemer had previously pleaded guilty to 59 counts of committing an indecent act in the presence of a child under the age of 16.

On some occasions up to four children were present.

The offences occurred between February 2003 and January 2009 in suburbs including Northcote, Camberwell, Springvale, Box Hill, Balwyn, Murrumbeena, Kew , Moonee Ponds and Oakleigh.

Ms Forrester told the court Hemer trawled Melbourne’s suburbs for victims, sometimes committing up to three separate offences a day.

Hemer also pleaded guilty today to counts of wilful and obscene exposure at Glen Huntly in October 2008 and Springvale in January 2009.

Hemer was arrested at his Bonbeach home in January last year after a major police manhunt.

Operation Lamias was launched after police made connections between 100 sex attacks on children carried out by a cyclist.

The pre-sentence plea hearing is continuing before Judge Wendy Wilmoth.

Alleged sex offender held in custody

A 56-year-old Melbourne man arrested in relation to more than 90 sexual offences on young girls in Melbourne’s south-east over a six year period has been remanded in custody.

Trevor Hemer of the Melbourne bayside suburb of Bonbeach was arrested this morning and faced an out of sessions court hearing on Saturday night.

He was remanded in custody until Tuesday on seven charges, including rape and sexual penetration of a child under 16.

He is expected to face further charges.

    I knew Trevor Hemer. Well at least I thought I knew him. His daughter played in the same netball team as mine at Jells Park in Wheeler’s Hill in the late eighties. He was married with I think five great kids and his wife was a lovely lady. Trevor was actively engaged in the team. Charming, and apparently honest and responsible, I wouldn’t have had a moment’s hesitation in entrusting my kids into his care. I know better now! His arrest and conviction as the western suburbs rapist came as a great shock to me and my family. It would have been a massive shock to his poor wife. For the community’s sake I hope this second stint in boob will sort him out.
